Paul Newsham

Paul is a partner at RfM Preston, which is a progressive and proactive Chartered Accountancy practice based in Leyland, Lancashire. He has over twenty years' experience in helping and advising owner-managed businesses to achieve their potential, whether that be to maximise value on disposal or to run their companies more efficiently and profitably.

RfM provides a full suite of accountancy, audit and tax planning and advisory services for a wide range of clients in many different sectors. Paul is inspired by all aspects of financial compliance and possesses strong leadership skills, which are an invaluable asset to the PCA.

Kyle Cowell

Kyle has over a decade’s experience working in the temporary worker and contractor payroll market having occupied positions for both recruitment and umbrella firms; he has also worked as a contractor, so he is perfectly qualified to recognise the effects that acts of non-compliance have upon the ever-growing contingent workforce.

Inspired by the aspirations and remit of the PCA, Kyle holds a pivotal position within the organisation and as Commercial Director, serves as the conduit between our team, potential members, stakeholders and ultimately, the contracting fraternity. Kyle is based in Kent but travels the UK to champion the PCA agenda and to encourage like-minded businesses and individuals to actively join and support this visionary organisation.

Olivia Spruce

Having completed her degree at de Montford University in Leicester, Olivia deliberately embarked on a career in recruitment, cutting her teeth as a consultant for a construction and property agency. The experience gave her an insight into the complex workings of the recruitment business and enabled her to prove herself at the sharp end of the industry.

Tenacious, driven, and honourable by nature, these qualities propelled her career to executive level before taking over the running of Positive Healthcare in 2018. The hitherto faltering agency has now evolved into a multi-million-pound brand with over 35 staff representing hundreds of candidates in the medical, health, social care, and mental health sectors.

Her personal attributes instilled integrity and honesty into the business and set the standards by which to continue Positives’ accelerated growth plans. Having successfully established Positive Healthcare as one of the leading agencies in the medical sector, Olivia formed Mindmatch Recruitment in 2025 which has quickly become a prominent player in the mental health recruitment arena.

Olivia embraced the opportunity to join the PCA as she is committed to transforming the umbrella landscape to ensure it provides a transparent and reputable outsourced payroll function to the assignment-based supply chain.

Martin Innes

As a data expert, strategist and policy maker, Martin has extensive experience of delivering large-scale structural and cultural change projects in the public sector, including numerous high-profile roles in the NHS, with a focus on improving efficiency, financial management and overall performance.

Among his varied experience, Martin has led a team that facilitated an NHS cost reduction of £1.24 billion in agency staffing spend and, during the pandemic, he directed a team of data specialists to provide insight and clear advice to ministers and key decision makers from COVID-19 surveillance studies.

His experience with the NHS has given him significant insight into the risks faced by the growing number of healthcare staff paid by umbrella companies due to a minority of fraudulent providers. He joined the PCA Board to seize the opportunity to work towards ending this exploitation of innocent workers.

Dan Eley

After graduating with a degree in Economics and Law, Dan joined Hays, the then largest recruitment group in the world, straight from university, thus beginning his recruitment journey as a Trainee Trades & Labour Consultant with the company in 1997. He launched his first new office for Hays in 1998 and went on to launch teams, offices, and regions for some of the sectors best known 'corporate' and independent recruitment firms ever since, including successfully running his own agency brand for twelve years. His extensive industry experience covers all areas of blue and white-collar temporary construction recruitment, from civils to house-building and main contracting to FM & maintenance.

Throughout his career, Dan has not only seen but lived the evolution of the client, agency and payroller triumvirate, and has become acutely aware of the increasingly symbiotic relationship between each entity. This hands-on experience forms the basis of Dan's conviction when it comes to supporting the mission of the PCA, particularly at a time when these hitherto informal relationships are now established in law. Dan is committed to helping steer the PCA for the collective benefit of all stakeholders, and shares the organisations vision of building a robust, compliant payroll industry for the common good of the supply chain.

Ambassador

Michael Vaughan OBE

A highly decorated former England cricketer, Michael is best known for serving as England cricket captain from 2003 to 2008, including leading a celebrated Ashes win in 2005, after which he became an OBE. Since retiring as a player, Michael has become a highly respected England cricket commentator for several UK and international broadcasters, including BBC’s Test Match Special, and authored several books on his cricketing career.

Alongside a busy schedule as a commentator, Michael has become involved in a variety of business interests as a board member, investor and ambassador. His ventures have spanned retail, wellness, personal training, art and finance, including as ambassador for a consultancy that protects the payslips of elite sportsmen and women.

Michael believes in the unequivocal right for workers to bring home their hard-earned salary without risk. He wants to help draw attention to the challenges faced by workers and hiring businesses in the UK due to the activities of non-compliant umbrella companies, including incorrect tax deductions and pay skimming and is an advocate for regulation of the sector.
